Contributor gains full editing-publishing after a manager accepts the check in for working copy/iterate

Description
If I am a manager and I create a original document, a contributor can check out and edit this document but he/she can not edit the original document.
Next the contributor edits and adds content to the checked out content. Then he/she submits it to be published.
It is now pending for the manager to go ahead and check in.
Once this document is checked in, it replaces the old document. This is what I expect.
But now the contributor can fully edit or do anything with the publishing states to the original document. The contributor doesn't have to "check out" anymore.
I am assuming this is because the contributor is now owner?
I think this must be a glitch.

Sounds like a bug to me if the original owner is not retained.
Is this a Dexterity or Archetypes-based content type?
Just a regular page.
