<hr> tags not appearing correctly in Collections portlet

Description
We have created a collection portlet for displaying certain new content. The collection it is based on looks for a specific keyword. It sorts by the modified date. We have noticed something odd in the display. Normally, each link to the item that is displayed in the portlet is separated by an <hr> tag. It appears that if the content type changes, an <hr> tag is not inserted between the links to the two pieces of content in the portlet. For example, we have Pages and File types. If the types are all Pages or all Files, this is not a problem. However, if the first one is a Page and the second a File, the <hr> tag will not appear between the two. I have confirmed this with FireBug. You can see this on our site at http://www.ed.psu.edu/educ/goodling-institute. The portlet is in the right column. The first item is a Page. The rest of the items are File types. There is no <hr> tag between the first and second item. There is one between the rest of the items. It looks like this: <hr class="collectionBorder">
We are using Plone 4.1.4
Is this by design or is this a bug? Is there a workaround? Thanks,
