Python is built without bz2 if `libbz2-dev` is not installed

Description
If the unified installer is building Python, the bz2 module will be missing if libbz2-dev or equivalent is not available. This results in the installation of e.g. plone.app.async failing.
Should the installer warn if it can't build the bz2 module?

Mixed feelings on this one. We try to keep dependencies to a minimum, and this isn't required by plain Plone. But it's absence is sure a pain.
I'm moving this to the 5.0 milestone because we don't want to change dependencies in a micro release.
