Non-latin scripts should have a larger font base size

Description
Plone works well with the current font sizes — but if you switch to any language that uses a more complex script (Chinese, Arabic, etc), the font size is way too small.
We should use CSS to conditionally apply a larger base font size if the language is using a non-latin script.

i guess this one would need a champion who has expirience with non-latin font.
